Ready to buy about $150 worth of fentanyl from alleged drug dealer Cassandra Hughes on Monday afternoon, the informant entered the woman’s Cogan Station home at 384 Route 973 West, lot 68, where Hughes “bagged up the fentanyl” and handed it to the informant, according to an affidavit filed by a detective with the county’s Narcotics Enforcement Unit (NEU). There was a small amount of fentanyl left so Hughes, 36, snorted it while her son, believed to be 1 to 2 years ago, “was at arm’s length of the drug,” the detective said the informant told him.

After the controlled buy, the informant handed over the fentanyl to detectives, investigators said. Soon, Hughes was seen leaving her home in a vehicle, but detectives conducted a traffic stop and took her into custody. She had methamphetamine in her pocket, the court document stated. Members of the narcotics unit went back to the woman’s home, where the owner allowed them inside. “Fentanyl and baggies, used for packaging, were in plain view. A small child was discovered in the bedroom, where fentanyl was in reach of him. He appeared lethargic” so an ambulance was called to the scene, investigators said. It was unknown if the child was taken to the hospital for further medical treatment.

Hughes, who has multiple felony convictions in Florida and was arrested last year when detectives found a firearm while executing a search warrant at her then city home, was arraigned before District Judge William Solomon on felony charges of endangering the welfare of a child, delivery of a controlled substance. At her arraignment, she admitted she was addicted to fentanyl. She committed to the Lycoming County Prison in lieu of $75,000 bail.

On Monday, the judge also arraigned Tierra Nicole Lyons, 26, who is homeless, on one misdemeanor count of possession of methamphetamine, a drug which she had on her in the 1500 block of West Fourth Street on Sept. 11, it was alleged in a NEU affidavit. She was jailed in lieu of $25,000 bail. When she was taken into custody this week on Lycoming Creek Road for the September warrant, Lyons, an admitted methamphetamine addict, had five baggies of fentanyl hidden in her bra and pants, it was alleged in yet another NEU affidavit. So on Tuesday, Lyons was arraigned yet again before Solomon on a misdemeanor charge of possession of a controlled substance and recommitted to the prison in lieu of an additional $25,000 bail.

In another case, Rashawn Davis, 38, of Brooklyn, New York, was arrested last week on felony drug and firearm charges that stem from when city police executed a search warrant at his then home in the 2300 block of Linn Street that resulted in officers seizing 42 grams of powder or crack cocaine, seven grams of heroin, four firearms and an assortment of drug paraphernalia, according to an affidavit. A convicted felon, Davis is prohibited from possessing firearms. Following his arraignment before District Judge Christian Frey on three counts of possession with intent to deliver a controlled substance, four counts of convicted felon not to possess a firearm and related offenses, Davis was jailed in lieu of $125,000 bail. In the same case, Angela Marie Dimarco, 37, who lived with Davis at the Linn Street home at the time of the raid, was charged earlier this year with various felony and misdemeanor drug offenses. She waived her preliminary hearing on all the charges in February.

In another NEU case, shortly after selling $150 worth of methamphetamine to an informant at Park Avenue and Hepburn Street on May 14, Joshua David Vroman, 31, of 1643 Taylor Place, was brought before District Judge Christian Frey and arraigned on felony charges of delivery of a controlled substance and illegal use of a cellphone, and remains jailed in lieu of $50,000 bail.

In another NEU case, Troy Werkheiser, 45, who has no known address, was arraigned and jailed last week on two felony counts each of delivery of a controlled substance and illegal use of a cellphone after he sold methamphetamine to an informant in the city on May 13 and again May 15, it is alleged in an affidavit. Arraigned before District Judge Aaron Biichle, Werkheiser remains in the county prison in lieu of $75,000 bail.

In another case, Sarah McGahan, 44, of 900 W. Third St., faces charges of delivery of a controlled substance and related offenses for allegedly selling 3.7 grams of methamphetamine to an informant in the 200 block of West Fourth Street in the city back on March 10, 2023, according to court records filed by Pine Creek Township police at Bichle’s office. She has since waived her preliminary hearing and is free on $50,000 bail.
